Families are referred by Adams County Department of Social Services for the following programs:
TANF Stable Families Program promotes family stability by providing services such as community referrals to help families with legal custody issues, affordable housing, school clothes and supplies, and childcare. Participating families care for children who are receiving government assistance. Examples include children living with their grandparents and children living with a disabled parent.

Early Intervention and Prevention Project provides services to families when there are concerns about the safety and well-being of their children. Families who choose to participate receive home-based counseling, case management and referrals to community agencies for services such as mental health, affordable housing, job-training programs and parenting classes.

Community Family Resource Team works with the Adams County Social Services Department to provide intervention for at-risk youth in order to divert the youth from future out-of-home placement and the child welfare system. The program also provides intensive clinical intervention and support to families who are transitioning youth back into the home, after the youth has been in out-of-home placement.

Military Family Assistance Program assists military families experiencing hardship by providing connections to military and community services and resources. This includes connecting families to employment, housing, food, clothing, counseling, education and other resources.

July 2008 - June 2009 Accomplishments
- Through the Adams County TANF Stable Families Program, Family Tree provided services (such as home visits, with case management services and resources) to a total of 272 families. This included 114 new families. Ten families obtained custody, guardianship, or adoption of 20 children. Supportive service dollars provided to program families was $264,020.50.
- The Adams County Military Family Assistance Program assisted 64 families with $107,415 supportive service dollars being provided. Services included home visits, case management and resources.
- Through the Adams County Early Intervention and Prevention Program, Family Tree served 162 families with home-based counseling and resource services and provided 1,151 home-based visits. The program provided resource information to an additional 195 families.
- Through the Adams County Community Family Resource Team, Family Tree provided families (90 youth seen) with in-home services to help at-risk youth and stabilize families. Total number served is conservatively based on estimate of 2 persons per family (1 youth and 1 adult).
